What's in a guarantee?

As parents it seems we may soon be guaranteed a certain quality of service from schools. In recent years, schools have been encouraged to become more like businesses who provide services to customers, so perhaps it was only a matter of time before someone suggested that schools should provide their customers - pupils and parents - with a guarantee. 

The Pupil Guarantee and Parent Guarantee are part of the government's 21st Century schools programme. But what do they actually guarantee? Will they improve educational achievements? Do you think they're worth the paper they're written on?
